A new report, the Cloyne Report, says that the Vatican was entirely unhelpful when it came to enforcing moral and legal practices by priests towards vulnerable children. The bishop of the diocese, John Mageeformer private secretary to no less than three popesflagrantly ignored solid evidence that children were being abused, and he himself has admitted to an inappropriate relationship with a young man.

It comes as the Government issues its response to the findings of the Cloyne report, by publishing the “Childrens First” guidelines later today. Justice Minister Alan Shatter told breakfast the new guidelines mean that state bodies and voluntary organisations will have a legal duty to take certain steps if they believe children are at risk.
